I think the answer is to act both regionally and nationally, and globally as well. Climate change is a global issue that needs global solutions. Putting a cost on carbon, and making low-carbon approaches more cost competitive, will help us to get there if they are adopted broadly enough. Those that are getting started locally and regionally early rather than waiting for others to lead are ahead of the game, paving the way for everyone else. So far though even international agreements like Kyoto are not enough to slow the rate of climate change. Whatever great work is done locally or regionally, we still need national and global solutions as well.
